MOTC-BARMM Rolls Out Fuel Subsidy, Libreng Sakay Amid Rising Fuel Prices

March 25, 2026 — The Ministry of Transportation and Communications (MOTC) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has launched fuel subsidies and free ride (libreng sakay) programs to support both drivers and commuters affected by rising fuel prices.

With fuel prices continuing to climb, the MOTC has rolled out these programs as practical solutions to keep transport services alive and affordable instead of immediately approving fare increases. For drivers and passengers, this helps keep them moving without breaking their budget.

Government Response: Fuel Subsidy and Free Transport

MOTC spokesperson Lawyer Lady Hanifah Mindalano-Alonto said the government continues to assist the transport sector while balancing the needs of passengers. She assured that fuel subsidies remain ongoing and will continue as long as funds are available.

Under the Pantawid Pasada Program (PPP), qualified public utility vehicle (PUV) operators and drivers will receive ₱7,500 each as fuel subsidy. Beneficiaries include franchise holders of jeepneys, UV Express units, buses, minibuses, and taxis with valid Certificates of Public Convenience (CPC) or Provisional Authority (PA).

The subsidy program, first launched in September 2025, aims to ease the burden of rising fuel costs, which have prompted some drivers to reduce or stop operations.

At the same time, the Bangsamoro government has expanded its libreng sakay (free ride) initiatives to assist commuters, especially during transport strikes and service disruptions.

Free shuttle services are currently being deployed along key routes, including trips between Awang Airport and Cotabato City. These are being led by the Bangsamoro Airport Authority (BAA), with support from other ministries such as labor and education.

The move comes after recent transport strikes in the region, which temporarily disrupted public transportation and left many commuters struggling to find rides.

Officials said the combined efforts are meant to ensure continuous mobility, prevent major disruptions, and reduce the need for immediate fare increases.

Meanwhile, requests for fare hikes from transport groups are still under review. The MOTC said it is holding ongoing discussions with stakeholders to find a balanced solution that protects both drivers and commuters.

The regional government emphasized that these interventions are part of a broader strategy to stabilize the transport sector amid global fuel price increases.

With fuel costs continuing to rise, authorities said they will sustain assistance programs and maintain close coordination with transport groups to ensure that public transportation remains available and affordable.

The MOTC urged qualified operators to complete their requirements to receive the fuel subsidy, while commuters are encouraged to take advantage of available libreng sakay services when needed.
