ZCTOM: Zamboanga City Traffic Operations Management

Zamboanga City Traffic Operations Management (ZCTOM) is the city’s local traffic management group established to help manage traffic flow, road safety, rerouting plans, temporary road closures, and transport loading systems in Zamboanga City. It works with city officials, transport groups, and government agencies to reduce congestion, improve commuting, and keep roads organized.

It studies road conditions and approves practical solutions to common road problems such as traffic rerouting plans, temporary road closures, one-way traffic schemes, pick-and-go loading and unloading zones, construction traffic control, coordination with transport groups and agencies, and road safety enforcement support with police and traffic personnel. Its goal is simple: to ensure that Zamboanga City roads are safer and driving around is faster for everyone.

Why ZCTOM Matters

ZCTOM functions as a traffic management committee within the City Administrator’s Office. It supervises coordination of city operations and public services and is typically led during meetings by the City Administrator or designated assistants, with members coming from traffic offices, engineering units, transport regulators, barangays, police, and transport sector representatives, so they can quickly review traffic problems, approve rerouting plans, recommend policies to the mayor or city council, and coordinate implementation across different city departments.

As Zamboanga City grows, more vehicles mean more pressure on roads. With ZCTOM’s continuous organized planning, transport modernization, and other future developments, residents can look forward to:

  • Less traffic build-up on major roads
  • Better loading areas for jeepneys and public utility vehicles
  • Safer pedestrian movement
  • Faster emergency access routes
  • Clear road signs during road repairs
  • Better travel time during peak hours

For commuters, this means fewer delays. For drivers, it means less stress and fewer surprises on the road.

Recent ZCTOM Efforts

ZCTOM has recently approved and discussed several projects to solve traffic issues in Zamboanga City.

Pick-and-Go Scheme

A one-week dry run was approved for the Pick and Go traffic scheme for selected Route B public utility jeepneys and vehicles. This system helps reduce long waiting times and random stopping by requiring vehicles to quickly load passengers and move.

This can improve flow in crowded areas and reduce bottlenecks.

Temporary Road Closures

To allow infrastructure upgrades, ZCTOM also approved temporary closures in areas such as:

  • Barangay Zone 2 for drainage construction
  • San Roque bridge road for rehabilitation
  • Calle San Vicente in Ayala for drainage work

These closures may be inconvenient short-term, but they support long-term road improvement.

Further Traffic Studies

A proposed one-way traffic plan in Tetuan was paused for more study. This shows that ZCTOM does not rush every plan and still reviews public impact before final implementation.

Common Traffic Hotspots

Drivers should expect slower movement in these areas:

  • Gov. Camins Road
  • Murga Street
  • Central Business District (CBD)
  • Market zones
  • School zones during opening/closing hours
  • Construction areas

Knowing these hotspots helps you plan alternate routes early.
