BTMD: Bacoor Traffic Management Department

If you drive, commute, operate a tricycle, manage a business, or organize public events in Bacoor City, chances are, you have dealt with the Bacoor Traffic Management Department (BTMD). BTMD is the local government office responsible for traffic enforcement, road safety, transport regulation, permit processing, and traffic-related public services within Bacoor.

From handling traffic violations and releasing ordinance violation receipts (OVRs) to issuing tricycle franchises and traffic clearances and filing a complaint, BTMD is the office that handles these transactions.

What Is the BTMD?

The Bacoor Traffic Management Department is the traffic management and transportation regulatory office of the City Government of Bacoor. Its primary responsibility is to maintain road safety, improve traffic flow, enforce traffic ordinances, and regulate public transport operations within the city. It supervises traffic-related permits, clearances, public transport franchises, and adjudication of traffic complaints. It also works to promote accountability among traffic enforcers, drivers, and pedestrians to encourage responsible road use. In essence, it keeps motorists, pedestrians, commuters, tricycle drivers, and the riding public safe while ensuring that traffic rules and local ordinances are properly enforced across the city.

BTMD operates under the City Government of Bacoor and focuses on fast, organized, and citizen-friendly public service.  

According to its mandate, BTMD aims to:

What Does BTMD Actually Do?

The BTMD not only issues tickets and manages traffic enforcers. According to its mandate, the department aims to provide accurate and efficient processing of traffic-related transactions such as ordinance violation receipts (OVRs), permits, licenses, and traffic clearances. It also works to promote accountability among traffic enforcers, drivers, and pedestrians to encourage responsible road use.

Traffic Violations and Driver’s License Redemption

One of the most common reasons motorists visit BTMD is for traffic violations. Drivers who receive an Ordinance Violation Receipt (OVR) may settle penalties and process redemption requirements through the department. The office coordinates with the City Finance Department for payment processing and official receipts. Processing is usually completed within the same day once payment requirements are settled.

Traffic Clearance for Businesses and Establishments

BTMD also issues Traffic Clearances required by certain businesses and establishments operating in Bacoor. This clearance helps ensure that a business will not negatively affect surrounding traffic conditions, especially for establishments expected to generate heavy vehicle or customer traffic. The standard Traffic Clearance fee is around PHP 2,000 plus security seal charges. Approval may take one to two days because documents also require the Mayor’s approval.

Excavation Permits and Road Work Clearances

If a contractor, telecom provider, utility company, or homeowner plans to conduct excavation work that affects public roads, BTMD clearance is required. This helps prevent traffic disruptions and ensures proper safety measures are followed during construction or utility projects. Fees vary depending on the type of excavation project. Telecom projects and commercial utility works generally have higher fees than residential applications.

Traffic Permits for Motorcades, Fun Runs, and Public Events

Organizing a motorcade, recorada, cycling event, or fun run in Bacoor? You will need a Traffic Permit from BTMD. This will allow the city to coordinate road management, rerouting, traffic control, and public safety measures during the event.

Permit fees vary based on the type of activity:

  • Motorcade: PHP 2,000
  • Fun Run: PHP 2,000
  • Recorida: PHP 1,000

Approval generally takes one to two days after payment and review.

Tricycle and Pedicab Franchise Services

One of BTMD’s largest responsibilities is regulating tricycles, e-trikes, and pedicabs through its Tricycle Franchising Regulatory Unit (TFRU).

The department processes:

  • E/MTOP renewals
  • MTOP updates
  • Change ownership applications
  • Special permits
  • Franchise transfers
  • Dropping certifications
  • Pedicab Operator’s Permits (POP)

Operators are required to submit several documents and processing times usually range from two to four days depending on the application type and approval requirements.

Note: Bacoor currently has a temporary moratorium on new tricycle franchises under City Resolution No. CR 2017-029, Series of 2017. This means newly formed TODAs cannot currently secure new tricycle franchises unless the city lifts the moratorium in the future.

Filing Complaints and Contesting Violations

Motorists who believe they were wrongly apprehended may formally contest traffic violations through the Bacoor City Traffic Adjudication Board (BCTAB).

The board includes representatives from:

  • The City Administrator’s Office
  • City Legal Office
  • Sangguniang Panlungsod
  • BTMD
  • Office of the Mayor

BTMD also handles complaints involving:

  • TODA and PODA disputes
  • Fare concerns
  • Terminal issues
  • Franchise-related complaints
  • Public transport concerns

Investigations and meetings are usually conducted within two to three days depending on the issue.

Recent Updates

Recent developments involving the Bacoor Traffic Management Department show that the agency is moving toward stricter enforcement, traffic modernization, and improved coordination with national agencies. In 2025, BTMD partnered with the Metropolitan Manila Development Authority (MMDA) to study long-term solutions for Bacoor’s worsening traffic congestion, including smarter traffic flow systems, infrastructure adjustments, and improved road management strategies.

One of the biggest updates was the city government’s partnership with QPAX Traffic Systems Inc. for the rollout of a digitalized traffic enforcement system. The system is designed to electronically record traffic violations and coordinate with the Land Transportation Office (LTO), which may prevent motorists with unsettled violations from renewing their licenses until penalties are cleared.

The BTMD has also been actively involved in managing traffic impacts caused by major infrastructure projects in Bacoor, including the Maynilad Water Services Inc. pipe-laying works and the LRT-1 Cavite Extension construction. The department coordinated with utility companies, contractors, and transport agencies to reduce traffic disruptions along major roads like Aguinaldo Highway.

Other recent BTMD-related improvements include the deployment of additional government service vehicles to strengthen field operations and faster response capabilities. The Bacoor City Government also continues updating its Citizen’s Charter and transport regulatory services for motorists, tricycle operators, and commuters to improve public accessibility and service efficiency.
