MMDA Reports Drop in EDSA Traffic Volume Amid Oil Price Hike

March 25, 2026 — The Metropolitan Manila Development Authority (MMDA) has recorded a noticeable decrease in traffic volume along EDSA between March 16 and March 18, as the oil price hike continues to affect motorists across Metro Manila.

While this seemingly lighter traffic offers short-term relief for many, especially those who travel along EDSA on a regular basis, the situation reflects a bigger challenge for drivers and commuters dealing with rising expenses. In response, the MMDA is adjusting traffic management strategies—such as exempting fuel and essential goods vehicles from number coding—to keep roads moving efficiently while helping the public cope with the impact of higher fuel prices.

Traffic Volume Declines As Fuel Costs Rise

MMDA General Manager Nicolas Torre III said that between March 16 and March 18, the number of vehicles using EDSA dropped by around 20,000 to 30,000, equivalent to about 5% to 7% of total daily traffic.

From an average of over 400,000 vehicles daily, the decline shows that fewer drivers are choosing to use their cars due to rising fuel prices.

According to Torre, many motorists are adjusting their habits to cope with higher transportation costs.

“Some have stopped bringing their cars, while others are now carpooling or shifting to the mass transport system,” he said.

Motorists Shift To Cheaper Alternatives

The MMDA said the oil price hike is pushing commuters and drivers to find more affordable ways to travel.

More people are now:

  • Using public transportation such as MRT-3 and LRT-2
  • Participating in carpooling arrangements
  • Reducing unnecessary trips

To support commuters, the government has implemented a 50% fare discount on MRT-3 and LRT-2, encouraging more Filipinos to leave their cars at home.

Meanwhile, some government offices have also adopted a four-day on-site workweek with one work-from-home day to help reduce fuel consumption and road congestion.

Despite the lighter traffic, transport groups have raised concerns, saying higher fuel prices are reducing their daily earnings. Some groups have even announced planned transport strikes in response.

MMDA Adjusts Traffic And Road Policies

In response to the changing traffic situation, the MMDA is also taking steps to manage road usage and ensure the continuous flow of essential goods.

One of their latest initiative is the exemption of fuel trucks and vehicles carrying basic commodities from:

  • The Unified Vehicular Volume Reduction Program (number coding)
  • The truck ban during peak hours

The policy was approved by the Metro Manila Council (MMC) to ensure that fuel and essential supplies can move freely despite the ongoing oil price hike.

The MMDA is also coordinating with the Department of Trade and Industry (DTI) to identify which goods qualify as essential under the exemption.

Authorities said the resolution will take effect immediately after publication.

Holy Week Traffic Measures Announced

The MMDA is also preparing for increased travel during the Holy Week season.

To accommodate more passengers:

  • Provincial buses will be temporarily allowed on EDSA from April 1 to April 6
  • Buses from the south will be allowed up to PITX, while those from the north can reach terminals in Cubao

In addition, the number coding scheme will be suspended during the same period.

The agency will deploy around 2,500 personnel and 12 tow trucks to manage traffic and respond to emergencies.

A strict “No Day Off, No Absent” policy will also be implemented for MMDA personnel to ensure full manpower on the roads during the holidays.

MMDA To Continue Monitoring Traffic

The MMDA said it will continue to closely monitor traffic conditions on EDSA and other major roads as fuel prices remain high. For now, authorities are urging the public to plan trips carefully, consider alternative transport options, and stay updated on traffic advisories as conditions continue to evolve.
