Tacloban City TOMECO: Traffic Operation, Management, Enforcement, And Control Office

The Tacloban City Traffic Operation, Management, Enforcement, and Control Office (TOMECO) is the local government unit responsible for keeping roads safe, organized, and moving. It enforces traffic rules, manages congestion, clears obstructions, and helps motorists and commuters navigate Tacloban’s busiest streets—without relying on a number coding system.

As the main road authority in the city, TOMECO plays a huge role in making daily travel safer and smoother. It may not use number coding, but its focused enforcement and smart traffic schemes are designed for the city’s real needs.

Overview

TOMECO is Tacloban City’s frontline agency for traffic management and road safety. Its job is simple but critical: keep vehicles moving, reduce accidents, and make daily travel easier for everyone. It’s like the local LGU’s version of the Metro Manila Development Authority (MMDA), but its scope of service is only limited to Tacloban City.

After all, unlike Metro Manila, Tacloban does not implement a full number coding scheme, but uses targeted solutions like truck bans, one-way streets, and strict enforcement to control traffic flow. If you’ve ever been stuck along Justice Romualdez Street, Real Street, or Rizal Avenue, you’ve already seen TOMECO in action—directing traffic, clearing obstructions, and keeping order.

Why it Matters in Tacloban City

Traffic in Tacloban isn’t just about cars—it’s a mix of jeeps, tricycles, motorcycles, delivery trucks, and pedestrians competing for limited road space.

Thanks to these, drivers always face:

  • Heavy congestion near markets and malls like Tacloban Public Market and Gaisano Central
  • Illegal parking blocking already narrow roads
  • Jaywalking and unsafe crossings
  • Drivers ignoring one-way rules
  • Motorcycle violations (no helmets, restricted access)

These problems slow everyone down and increase accident risks. That’s exactly why TOMECO exists.

TOMECO’s existence also ensures:

  • Safer Roads for Everyone
  • Less Traffic Congestion
  • Better Road Discipline
  • Quick Response to Road Problems
  • Organized Public Transport Flow
  • Reduced Illegal Parking
  • Improved Pedestrian Safety
  • Clearer and More Efficient Roads
  • Guidance for Motorists and Commuters
  • Fair Enforcement of Traffic Laws
