The Bacolod City Traffic and Transport Management Department (BTTMD) is the main traffic management office in Bacolod City responsible for keeping roads safe, organized, and efficient. It was created in 2024 by city ordinance to replace and upgrade the former Bacolod Traffic Authority Office (BTAO), giving the local government a stronger, more structured system to manage Bacolod traffic, enforce road rules, and plan better transportation solutions for drivers, commuters, and pedestrians.
The BTTMD is organized into three main divisions: the Administrative Division, the Special Services Division, and the Transportation and Planning Division, each handling operations, enforcement, and long-term traffic solutions. It operates under the City Mayor’s Office, ensuring direct oversight and faster decision-making on traffic policies and implementation in Bacolod City, making the overall traffic management office more efficient and responsive to real road conditions.
How the BTTMD Started

The BTTMD was officially created as a full department in June 2024 after the Bacolod City Council approved an ordinance on its third and final reading. Prior to this, traffic operations were handled by the Bacolod Traffic Authority Office (BTAO), which had been in place since the late 1990s and was struggling to keep up with increasing traffic demands.
The upgrade to BTTMD from BTAO offered the following:
- Consolidate multiple traffic-related task forces into one unified office
- Strengthen staffing, funding, and long-term planning
- Shift the city’s efforts from a reactive to a more organized, professional, and strategic traffic system
- Created a unified, permanent, institutionalized department with clear authority to manage traffic and transport in Bacolod City.
BTTMD Mandates
The BTTMD’s core mandate is simple: To ensure safe, efficient, and well-organized road and transport systems in Bacolod City.

To achieve this, the department serves as the “brain and enforcer” of Bacolod’s roads. It handles the following key responsibilities:
1. Traffic Management and Enforcement
- Implement and enforce local traffic laws
- Apprehend violators (illegal parking, reckless driving, etc.)
- Maintain discipline on public roads
2. Transport Planning and Policy Development
- Study traffic patterns and congestion areas
- Recommend solutions like rerouting, truck bans, and signal improvements
- Support long-term transport strategies for a growing city
3. Road Safety and Public Protection
- Reduce accidents through stricter enforcement and education
- Ensure safer conditions for drivers, commuters, and pedestrians
4. Integration of Traffic Services
- Consolidate previously scattered traffic functions into one department
- Improve coordination between enforcement, planning, and public service
5. Public Service and Education
- Conduct road safety seminars and awareness campaigns
- Assist motorists with traffic concerns, violations, and inquiries
